Yes. Our office is in Karachi and we work with clients in Pakistan, the US and the UAE. Karachi runs on PKT (UTC+5) all year, one hour ahead of Dubai. It is 9 to 10 hours ahead of New York and 10 to 11 hours ahead of Houston, so a US morning is the Karachi evening.
You should own your domain, hosting account, platform account and all content, with the admin logins in your name so nothing is locked to one provider. Ask any web design company, us included, to confirm this before you pay a deposit.
